Background

The Metropolitan Area White Paper is reported annually to the National Diet by the Ministry of Land, Infrastructure, Transport and Tourism, based on Article 30-2 of the Capital Region Development Act (Act No. 83 of 1956), regarding the formulation and implementation status of the Capital Region Development Plan. On May 27, 2025, the FY2025 edition of the Metropolitan Area White Paper was approved by the Cabinet and published. In Section 5, Coexistence with the Environment (Efforts in the Transportation Sector), data on the number of charging facilities from “EVsmart.net,” operated by ENECHANGE, was provided and referenced again this year following last year.
As of the end of February 2025, the number of electric vehicle charging facilities in the metropolitan area is 6,222, and there are 47 hydrogen refueling facilities as of December 2024. Both charging and hydrogen refueling facilities are predominantly located in Tokyo and the three neighboring prefectures (Figure 5-14).
