The Metropolitan Area White Paper is reported annually to the National Diet by the Ministry of Land, Infrastructure, Transport and Tourism, based on Article 30-2 of the Capital Region Development Act (Act No. 83 of 1956), regarding the formulation and implementation status of the Capital Region Development Plan.
